Inquest Date into the Deaths of Steven Frenette, Daniel Foreman, David Bullen, Jonathan McConnell and Susan Borja Announced

Dr. Paul Dungey, Regional Supervising Coroner for East Region, Kingston Office, today announced that a date has been scheduled for the joint inquest into the deaths of Steven Frenette, Daniel Foreman, David Bullen, Jonathan McConnell and Susan Borja.

Five inmates of the Central East Correction Centre in Lindsay died from drug toxicity in separate incidents. Mr. Frenette, 35, died on September 20, 2018; Mr. Foreman, 39, died on October 3, 2018; Mr. Bullen, 50, died on December 29, 2018; Mr. McConnell, 36, died on April 28, 2019; and Ms. Borja, 50, died on August 10, 2019. An inquest into their deaths is mandatory under the Coroners Act.

The inquest will examine the circumstances surrounding their deaths. The jury may make recommendations aimed at preventing future deaths from occurring in similar circumstances.

The inquest is expected to last 15 days and hear from approximately 25 witnesses.

The inquest will start at 9:30 a.m. on Monday, November 14, 2022. Dr. Bob Reddoch will be the presiding officer. Jai Dhar and Indira Stewart will be inquest counsel.
